Select LocationA practical guide explaining what RERA registration for Kerala property buyers and sellers, covering verification steps, buyer rights, documents, bank rules, and how to spot an unregistered project
What is RERA registration, and why should it matter to you before with a builder? RERA was passed in 2016 and it changed real estate works in India and shifted power from homebuyers to builders. It's the mandatory process that brings a real estate project under government oversight before a single flat can be advertised or sold. This page explains what it means, who it protects, and how to verify it yourself, This blog is helpful for for property buyers, sellers, and agents working in real estate

RERA registration is the legal process where a builder or developer files a project with the state Real Estate Regulatory Authority. Before marketing or selling any unit of the project Need RERA Approval.By Registering RERA, It creates a public record of the project's approvals, land title, and timelines.
Without Registering in RERA, a builder cannot legally advertise, book, or sell a flat. The Real Estate Act, 2016 introduced this requirement to fix a problem that had existed for decades i.e., Many buyers paying massive deposits with almost no idea about whether a project even had valid approvals.
After writing many articles about real estate, I reviewed several project listings over these years. A registered project publishes its floor plans, developer history, and completion schedule in one place. An unregistered builder asks you to trust them by showing a Brochure.
Any developer building a residential or commercial project on land and that project larger than 500 square metres, or with more than 8 apartments, must register with RERA. It doesn’t matter if it’s a massive gated estate, a single apartment building, or a commercial office space; the rule is always the same.
Smaller projects below these limits are technically exempt, but many state authorities still push builders for voluntary registration. Real estate agents who market RERA-registered projects are also required to register separately as agents.
By tracking both the development and the broker the system closes a dangerous blind spot. It stops unregistered agents selling units for a builder and then vanishes the moment something went wrong, leaving buyers with zero accountability.. Kerala's RERA authority maintains both lists publicly, which is worth checking before you engage either party.
RERA acts as legal protection for buyers, financial transparency, and a fixed timeline for possession. It shifts the balance of information away to the person paying for the property from the developer. Before RERA, buyers often discovered construction delays, altered floor plans, or land ownership fights only after paying huge advances. Now, project details, construction progress, and financial disclosures are transparent & updated on a public portal.
K-RERA has recently expanded landowner liability, made QR codes mandatory on project displays, and issued strong compensation orders against developers for delayed handovers. These updates matter because they show the authority actively enforcing the Act, not just registering projects on paper.
Landowner liability: In 2026, K-RERA held that a landowner who is financially involved in a project, sharing profits or influencing decisions, can be treated as a joint promoter and held equally liable alongside the builder for an incomplete project. This closes a gap where landowners previously escaped accountability by pointing to the builder alone.
QR codes mandatory: From September 1, 2026, K-RERA requires every registered project to display a QR code on its advertisements, hoardings, and marketing material. Scanning takes a buyer straight to the project's official K-RERA page, so there is no need to search the portal manually or rely on a salesperson's claims.
Consumer protection in action: K-RERA has penalized developers marketing unregistered projects and, in one case in Thiruvananthapuram, ordered a builder to pay 16.65% annual interest to two buyers over years of possession delay. The authority rejected the builder's reasons, including past delays, as insufficient justification once the delay stretched well beyond the agreed timeline.
For buyers active in Real Estate in Kerala, these updates are a practical reminder: the QR code on a project hoarding is now a genuine verification tool, and delay compensation is not just a theoretical right on paper.
No, a developer can’t legally accept bookings, advances, or advertise a project that falls under RERA's size limit without a registration number. If a project qualifies but has no registration number, that alone is a warning sign.
Builders sometimes take token bookings before formal registration, calling them "expression of interest" instead of a sale. This is a grey area buyers should avoid, since it offers none of the legal protection a registered agreement provides.
Is it safe to buy a flat without RERA? Generally, no. You lose access to the defect liability period, the dedicated project fund, and the formal complaint process, all of which exist specifically because RERA registration was designed to prevent exactly this kind of risks.
How Do You Check If a Project Is RERA Registered Online?
You can verify RERA registration by visiting the state RERA portal and searching by project name, developer name, or registration number. The listing shows approved plans, land ownership proof, and construction updates
For example, you are searching a project in Thrissur on the Kerala RERA portal and you get the results of the project's unique registration number, the promoter's registered address, and the last updated construction status. If any of these fields is missing or outdated, it is worth asking the developer directly before proceeding.
If you are a developer and you applied to the state RERA authority with project documents, land title proof, and approved building plans, once verified then you receive a unique registration number. The process is entirely online through the state portal.
The authority reviews legal title, sanctioned layout, and the developer's declaration on project cost and timeline. Once approved, the registration number must appear on every advertisement, brochure, and sale agreement connected to that project.
Renewal or extension requests follow if construction runs beyond the declared timeline, and these too are recorded publicly. This ongoing disclosure requirement, rather than a one-time approval, is what keeps a registered project accountable through handover.
Documents needed to submit for RERA Registration are land title documents, approved layout plans, project financial details, and promoter identity proof to register a project with RERA. Missing paper documentation is the most common reason applications get delayed.
Legal title deed and land ownership proof
Approved floor plan and building sanction
Promoter's PAN, identity, and address proof
Project layout with phase-wise details
Bank account details for the escrow arrangement
Declaration of project cost and completion schedule
Buyers rarely see these documents directly, but the RERA portal summarises the key ones. If a project's page on the portal shows a blank or "pending" field against land title or approved plan, that is worth raising with the developer before any commitment.
According to RBI Guidelines on real estate project Accounts, the rule requires developers to deposit 70% of funds collected from buyers into a separate project bank account, used only for that project's construction and land cost. The remaining 30% covers other business expenses.
This rule exists because, before RERA, developers frequently used one project's buyer payments to fund a different, unrelated project, which was a major cause of frozen projects. Withdrawals from the project bank account require certification from an architect, engineer, and chartered accountant confirming the work matches the stage claimed.
In practice, this rule is one of the strongest buyer protections in the RERA framework, It directly limits how far a developer can divert funds.
If a registered project misses its declared possession date, the buyer can ask for a refund with interest or continued possession with compensation for the delay period. This is a legal right, not a goodwill gesture from the developer.
Buyer compensation and refund rights are calculated based on rates the state authority notifies, and the claim is filed directly with RERA rather than through endless legal battles. Structural or quality defects reported within five years of possession must also be fixed by the builder at no extra cost.
A buyer in Kozhikode who filed a RERA complaint over an eight-month delay received compensation within the statutory timeline, without needing to approach a civil court because of the simple procedures
Compliance varies by developer, so the safest approach is checking the specific project's status on the Kerala RERA portal rather than relying on a builder's general reputation. Registration status can also change mid-project if a developer fails to submit required updates.
Established developers with a track record of on-time delivery tend to maintain consistent registration and timely disclosure updates. Smaller or newer developers are not automatically less compliant, but their registration history is shorter and worth reviewing more closely.

The most common mistake is trusting a registration number printed on a brochure without verifying it directly on the RERA portal. Numbers can be outdated, misquoted, or belong to a different phase of the project.
Buyers also frequently skip checking whether the agent, not just the project, is separately registered. Another mistake is ignoring the "last updated" date on the project page, which reveals whether the developer is actually keeping disclosures current.
Buyers often depend on verbal assurances instead of documentation.RERA's public portal removes that dependency. Every registered project's approvals, timelines, and financials are visible online. To avoid the mistakes Search the project name on the portal before paying any advance, every time, regardless of how established the developer seems.
Final Thoughts
Understanding what is RERA registration comes down to one idea: it replaces trust in a salesperson's word with a verifiable public record. For anyone active in real estate in Kerala, can check a project's RERA status takes a few minutes and can prevent costly disputes later.
